Holes in lacquer paint job

Q: I've been painting with lacquers for some years now. Recently I clearcoated a batch of models, and the clear formed many little "holes" in places where it refused to go onto the surface. It looked very much like what happens when you put primer on a resin body that still has some mold-release on it. I'm thinking that it might be related to my decal setting solution, but I'm not sure. This is the first time anything like this has occurred. The cars sat for almost three months, and were well protected from dust before I applied the clear. What could have happened?
